Why EU mills import brown rice and polish locally.
Brown rice (HS 1006.20) carries a lower import tariff than milled white (HS 1006.30) under the EU rice regime. The tariff differential, combined with idle EU mill capacity, makes it cheaper to import brown rice and polish locally than to import finished white. Italian and Dutch mills are the dominant buyers; smaller volumes route through Spain and Germany.
This is a trade play, not a health-food story. EU consumer-facing brown rice is a niche shelf product. The bulk volume polishes into white rice and competes against domestic and Indian-origin white. Pakistani IRRI-6 brown rice is positioned for the EU mill input market, not the EU brown-rice retail tier.
What is IRRI-6 Brown Rice?
IRRI-6 brown rice is paddy with the inedible husk removed but the bran layer intact. The grain reads tan to light brown rather than white. Compared to fully milled rice, brown rice retains the bran oils, fibre, and most of the surface vitamins. The trade-off: shorter shelf life unless stored cool.
For the milled white version of the same grain, see IRRI-6 5% broken white. For the parboiled version, see IRRI-6 parboiled rice. For 100% broken, see 100% broken rice. Daily FOB prices for all 9 IRRI-6 grades sit on the IRRI-6 prices page.
Who buys IRRI-6 brown rice
EU rice mills running on the tariff-arbitrage trade. Italian mills (Po Valley) take the bulk. Dutch mills route through Rotterdam. CIS importers also take brown rice for Russian and Eastern European mill polishing. A small share moves into the health-food retail tier, but the dominant volume is mill input.
Packaging
| Bag | Material | Use |
|---|---|---|
| 50 kg | PP woven | Mill input, dominant pack |
| 25 kg | PP / BOPP woven | Retail health-food tier |
50 kg PP woven dominates EU mill imports. Brown rice has a shorter shelf life than milled white, so importers ship and process within 6-9 months of milling.
